Kukatpally Housing Board (KPHB) and Telangana Housing Board (THB) are two key government housing authorities in Telangana, responsible for planning, developing, and providing affordable housing across the state. These organisations primarily focus on supporting economically weaker sections by improving access to planned housing and infrastructure.

This post introduces the Kukatpally Housing Board and Telangana Housing Board, covering their history, functions, and key initiatives. It serves as a helpful resource for understanding affordable housing options in Telangana.

What Is KPHB Colony?

The KPHB colony is one of Hyderabad's well-planned residential colonies, located in Kukatpally mandal and governed by the Greater Hyderabad Municipal Corporation (GHMC). The colony is strategically positioned near key IT clusters and benefits from metro connectivity. Strategically positioned near key IT hubs, the colony also benefits from direct metro connectivity, making it a practical choice for working professionals.

KPHB Colony stands out for its affordability while combining classic charm with modern amenities. Despite its older architectural style, KPHB Colony is well-equipped with schools, hospitals, malls, and entertainment hubs, offering a comfortable and budget-friendly living environment for individuals and families.

Kukatpally Housing Board, Hyderabad

KPHB is a Telangana state government agency responsible for providing affordable housing to the citizens across the state. KPHB primarily focuses on delivering quality housing at affordable prices, with schemes designed for low and middle-income residents, making it easier to access a Home Loan quickly.

Kukatpally has grown into a bustling commercial hub in northwestern Hyderabad, seeing a significant surge in retail and residential activity over the years. While land prices in Kukatpally are higher than in most parts of Hyderabad, the area still offers a range of affordable housing options for budget-conscious buyers.

Telangana Housing Board

THB was established on June 2, 2014, under the Telangana Housing Board Act, 1956, formed by merging two historic urban bodies, the City Improvement Board and the Town Improvement Trust of Twin Cities. The City Improvement Board was established in 1911 following the devastating Musi Floods of 1908, with the primary objective of improving city conditions, including clearing congested areas, removing slums, constructing houses, developing roads, and improving sanitation.

The Town Improvement Trust of Secunderabad was formed in 1931 with a focus on planned land development and urban improvement across the twin cities. The Telangana Housing Board's primary aim is to provide affordable, quality housing to citizens of Telangana while addressing the state's growing housing demand. The organisation evolved from earlier bodies such as the City Improvement Board (1911) and the Town Improvement Trust of the Twin Cities.

The Telangana Housing Board issues official notification through gazette publications and newspapers, detailing essential information such as unit cost, location, and plot size for both under-construction and ready-to-move-in properties. Interested applicants must deposit 10%-15% of the unit's total price as an Earnest Money Deposit (EMD), which is refundable in case of unsuccessful allotment. The application process is offline. Forms are available at and must be submitted to the Estate Officer's chamber.

To be eligible for a Telangana Housing Board property, applicants must meet the following criteria:

  • Must not own a home in any urban area of Telangana
  • Must have an annual income within the income ceiling set by the Housing Board

In case of oversubscription, allotment is decided through a lottery draw, with reserved quotas for SC/ST/OBC applicants. Successful applicants must pay the remaining balance within three months and execute the sale agreement within 30 days of intimation. Applicants opting for balance equated instalments should note that delayed payments attract a penal interest of 1.5%.

Comparison of Kukatpally Housing Board and Telangana Housing Board

While both the KPHB and THB are two government bodies committed to affordable housing in Telangana, their scope and functions differ significantly. KPHB primarily focuses on the residential development of the Kukatpally area in Hyderabad, catering to the housing needs of the local population.

THB, on the other hand, operates across the entirety of Telangana and was formed by merging the City Improvement Board and Town Improvement Trust of Twin Cities.

While both bodies share responsibilities in planning, developing, and managing residential properties, THB has a broader mandate, covering infrastructure development, new township planning, and state-wide housing initiatives.
