  • To Reduce Land Concentration in the Hands of a Few 

Under the Zamindari system, a few landlords held most of the land, leaving the majority of the rural population landless. Abolishing this system and redistributing land more equitably was one of the primary objectives of the West Bengal Land Reforms program. 

  • To Establish the Rights of Sharecroppers 

Through OperationBarga, the West Bengal Land reforms program formally recognized the rights of sharecroppers who had long been exploited by landowners and denied ownership of the land they cultivated. Sharecroppers were granted permanent cultivation rights, legal recognition as tenants, and entitlement to a fair share of the crops produced. A dedicated database of registered sharecroppers was also created to ensure proper identification and legal protection. 

  • To Empower Women Through Land Ownership 

The program granted women ownership and joint ownership rights over land, providing greater social and economic independence and legal protection against displacement.

Banglarbhumi allows users to access a wide range of land record services — including online Khaitan checks, plot information, mutation status, and more. To access these services, you need to register on the portal. Follow these steps: 

Step 1: Visit the Official Website Go to the official Banglarbhumi portal at Banglarbhumi.gov.in. Registration is free of charge.

Step 2: Click on 'Sign Up': Click the "Sign Up" button located at the top right corner of the homepage.

Step 3: Fill In the Registration Form: Enter the following details accurately: 

  • Full name

  3. Enter the Application Identification Number 
  4. Click on the “Search” button 
  5. Your application status will be displayed on the screen

Applying for land mutation on the Banglarbhumi portal is straightforward, but it involves a fee that varies based on factors such as land type (agricultural and non-agricultural, commercial and industrial land), location, and size. Generally: 

  • The fee starts from around ₹40 for agricultural land in rural areas 
  • It can go up to ₹10,000 per decimal for commercial or industrial land exceeding 10 decimals
