What Is Banglarbhumi?
Banglarbhumi (also known as BanglaBhumi) is an online web portal launched in 2010 by the Government of West Bengal to provide citizens with easy access to land and property information across the state. The portal serves as a one-stop resource for land records, plot information, mutation status, and property details in West Bengal.
The Banglarbhumi portal is managed by the Land & Land Reforms and Refugee Relief and Rehabilitation (L&LR) Department, which is responsible for administering and maintaining land record information across West Bengal.
The West Bengal Land Reforms program was initiated to redistribute land ownership from wealthy landlords to farmers and landless communities. The program involved acquiring and distributing surplus land, setting a ceiling limit on land ownership, and abolishing intermediaries such as Zamindars. Its primary goal was to reduce inequality and improve the socio-economic conditions of rural and poor communities — bringing greater fairness to land ownership across the state.
Objectives of the Banglarbhumi Land Reform Program
The program aimed at redistributing land to the landless farmers, who constituted the majority of West Bengal's rural population. The primary purpose was to reduce inequality and improve the living standards of the rural poor.
Under the Zamindari system, a few landlords held most of the land, leaving the majority of the rural population landless. Abolishing this system and redistributing land more equitably was one of the primary objectives of the West Bengal Land Reforms program.
Through OperationBarga, the West Bengal Land reforms program formally recognized the rights of sharecroppers who had long been exploited by landowners and denied ownership of the land they cultivated. Sharecroppers were granted permanent cultivation rights, legal recognition as tenants, and entitlement to a fair share of the crops produced. A dedicated database of registered sharecroppers was also created to ensure proper identification and legal protection.
The program granted women ownership and joint ownership rights over land, providing greater social and economic independence and legal protection against displacement.
